How would I write a screener that simply looks for an improving average weekly close over past 30 days?

You can select weekly as time frame then calculate 4-week moving average
sma(close, 4)

then check if this is improving:

s = sma(close, 4);
filter = s > s[1];

s[1] references the previous bar
