I'm charting volume and its SMA in the pane, but they're not to scale. Smaller SMA values are displayed higher than larger Volume values.
Is there are solution to this?

This is because they use different scales. To use the default scale, you should update the default formula (third icon at the top of the chart), select "Volume" then set "Style" to "StyleSymbolNone" for example.

How do I set the scale for the whole pane?
ie. -20 to 100.

Can SetScale be used in displaying the chart for the simulation/backtest report?

Simulation report chart is not formula-based, so you cannot use "SetScale" function.
You can however, create a ticker symbol from the equity line and plot that symbol on a chart.
