This is a replacement for the RandomValues() function.
This function uses the MersenneTwister random number generator in lieu of the .NET system pseudo random number generator to generate random numbers that change every bar. There are many well documented problems with the native .NET implementation but the biggests is too many repeating numbers.
This implementation provides a MersenneTwister class that can be used elsewhere (hint hint QS). The MT random number generator is vastly superior to the native .NET version and still very fast.
