It is 12:40 EST. I am looking a 1-minute chart for Silver. The time on the chart is 16:44. How do I adjust the time on the chart so it is showing EST time?

Click on the circle at the bottom/right corner of the 1-minute chart then select "Exchange Settings".
Change the "Zone" field

It is already set correctly. See image. Charts time is 17:42 real EST time is 11:42

I thought you were talking about real time data. This setting applies only when you receive real time data from a supported data provider.
For intraday data retrieved using downloaders, you cannot change the time, unless you modify the downloader script which requires C# coding skills.
